[translation] New translation file for German #120

I created a German translation based on the file in repod/translationfiles/templates.
If the language files are based on country codes, it should be placed in repod/translationfiles/de.

@OiledAmoeba Hello and thank you again for your time back then.

I added some new functionalities that I translate with Google Translate.
So it could be bad since I don't speak a word of German.

To help newcomers and to review quickly, I hosted a Weblate project where you can easily help me translate the app.
And so I come back with you again if you have a little time to review these translations
